Dana Hughes has nearly 30 years experience in the field of health policy research and evaluation. The majority of her work has focused on issues related to access to health care and health care financing and includes examination of Medicaid policies and implementation at the federal, state and local level. Currently, she is a Professor in the Department of Family and Community Medicine and the Philip R. Lee Institute for Health Policy Studies at the University of California, San Francisco. Her work includes monitoring trends in health insurance coverage, examining barriers to insurance and health services, and disparities in health and health care use.

She currently is examining the implementation and impact of federal Medicaid documentation requirements on counties and beneficiaries. She is also evaluating The San Francisco Foundation’s Oral Health Initiative, an effort to expand access to oral health services among underserved populations in the San Francisco Bay Area. In the recent past, for the California Health Care Foundation, she conducted a survey of all California counties regarding policies and practices to retain children in Medi-Cal. She also served on a team which evaluated the Children’s Health Initiative (CHI) in Santa Clara County and continues to evaluate the CHI in San Mateo County. Dr. Hughes is Principal Investigator of CORE ( County Outreach, Retention and Enrollment), a project involving several California counties that are learning a Quality Improvement method to better understand and ultimately improve the processes they use to enroll and retain low income children in public insurance programs. She recently completed a study of the mental health carve-out in the Healthy Families program, examining reasons for low referral and active case rates. Dr. Hughes has also evaluated the Kaiser Permanente Cares for Kids' Child Health Plan, as well as examined barriers to enrollment in Healthy Families and Medi-Cal.

Between 1995 and 1998, Dr. Hughes was a fellow with the Kellogg National Fellowship Program. Prior to joining UCSF, Dr. Hughes worked in Washington D.C. in Congress and for the Children’s Defense Fund and for Children Now in Oakland.

She earned a doctorate in public health (DrPH) at the University of California at Berkeley. In addition, she has a Masters Degree in public health and a Masters Degree in urban planning from Columbia University.
