Annette L. Gardner, PHD, MPH, is an Academic Specialist at the Philip R. Lee Institute for Health Policy Studies in the School of Medicine at the University of California, San Francisco and an Adjunct Assistant Professor in the Department of Social and Behavioral Sciences in the School of Nursing, UCSF.

A political scientist, her research focuses on access to care, including strengthening the safety net through increased representation in the policy process. She is the Principal Investigator of a multi-year evaluation to evaluate advocacy activities undertaken by 18 grantees to achieve policy gains benefiting California primary care clinics and their communities. Additionally, Dr. Gardner has been conducting studies on county capacity and key factors important to expanding coverage for the uninsured in California. Last, Dr. Gardner has studied the adoption of information technology strategies, such as a health record exchange, by California safety net providers. She has authored or co-authored several articles, reports and issue briefs. She is a frequent speaker at professional conferences and statewide forums and teaches a course on the future of US health in the School of Nursing at UCSF. She is currently a member of the American Evaluation Association, Academy Health, the Western Political Science Association, the World Future Society, and the American Public Health Association.
